Do I need to wear runners or can I wear sandals?

I would say you could easily wear sandals. there are plenty of paths with no need for runners if you are just walking along

I read on another website that Deer Lake is stocked with rainbow trout and you're allowed 2 per visit. It also has black crappie which is available in July and August.
