Companies that get federal grants or loans usually sign a legally binding agreement and depend on getting reimbursed. The new administration has upended that expectation.

Pennsylvania Gov. Josh Shapiro on Thursday sued agencies under President Donald Trump, saying they are illegally and unconstitutionally withholding billions in federal aid from the state that had already been approved by Congress.

A federal judge in Rhode Island ordered the Trump administration to comply with his order to unfreeze federal grants, after attorneys general for several Democratic states claimed the directive

The order comes after Vice President JD Vance posted on social media that “Judges aren’t allowed to control the executive’s legitimate power.”

Uncertainty over funding and hiring stemming from the president’s executive orders has limited wildfire training and postponed work to reduce flammable vegetation. It has also led some firefighters to leave the force,
