Lower vram is a factor, but using the integrated display output for the monitor frees up quite alot of vram for the stable diffusion extensions. Fairly low power too when undervolted. Best bang for the buck for stable diffusion image generations.

So it was only about $400-$500 more expensive than 1080 Ti, the Titan RTX is about $1200-$1500 more expensive than a 2080 ti. they did also come out with the Titan XP for the same cost which was better than the 1080 Ti.
