Sometimes it can go around 30 mins without it happening, and other times it'll happen multiple times over the span of a minute or two. I'm using two monitors and a tv, each with the wallpaper applied.

For web wallpapers, this would result in a black screen. Try excluding these from any antivirus app and then try again: C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine.
